Meglio costruire una infrastruttura e poi popolarla di servizi oppure analizzare i servizi e poi definire quale infrastruttura sia in grado di abilitarlo ? Una risposta difficile. Le infrastrutture durano di più dei servizi. Una rete può avere una vita dai 20 ai 50 anni. Un servizio has a horizon of 3 to 10 years.
